According to the National Center for Victims of Crime, during the year 2001 murders nationwide increased by 2.5%, for a total of 15,980 (www.ncvc.org).

Although crime victims were once routinely excluded from post-conviction proceedings, they now have a voice in the courts. More than 30,000 laws have been passed in 32 states over the past 20 years that promote victims’ rights, including the right to tell their side of the story at sentencing and parole hearings.
